FraxPlorer is a very fun filter that is part of KPT 5, however you DO NOT need this filter for this tutorial but it's how I made the mask used in the frame.
**I've just added a new tutorial explaining how to make a mask in FraxPlorer, available HERE
You'll need:

Paint Shop Pro- Download a trial version

Fantastic Machine's Paint Engine Filter (Free Filter)

Ulead's Art Texture Plug-In (Free Filter)

My zip file for the tutorial
Inside the zip you'll find the following files:
1. Frax Frame_qc.msk (Place in your mask folder)
2. Gold Dolphins_qc.tub (compatible with PSP 6 or 7-place in your tube folder)
3. The Journey (c)quickcreations.jpg
This image is provided for your use with this tutorial ONLY. This is my original work and may not used for any other use without my expressed written consent.

I am using PSP 7 for this tutorial, however it can be made in PSP 6 as well.

Let's get started:

1. Open my dolphin image or any other picture you'd like to use.

2. Add a new raster layer.

3. Change your foreground color to #9076D2 and your background color to white, if you're using your own image pick a color from your image, not too dark though and flood fill this layer.

4. Open Paint Engine and apply a texture, I used the FilmGrain Preset. If you don't have this preset here's the settings:

5. Go to Masks, Load from Disk and open Frax Frame_qc. Then Masks, Delete, "yes, merge with current layer".

6. Apply a drop shadow with these settings:
Vertical and Horizontal 6
Opacity 63
Blur 10
Color- Black

7. Repeat the drop shadow but change the vertical and horizontal settings to -6.

8. Layers, merge flatten.

9. Image, Add Borders Symmetric, size 2. Click on your magic wand, feather 0, tolerance 0 and click on the white border.

9. Open Ulead's Art Texture, click on the "Edit" button and choose the gold gradient "Palette #5" Click OK and highlight the first box, click OK. Selections, invert, add a new raster layer, apply a cutout with these settings:
Vertical and Horizontal 6
Opacity 76
Blur 15
Color- Black

10. Add a new raster layer, repeat the cutout change the Vertical and Horizontal settings to -6. Selections, select none.

11. Layers, merge flatten, switch your foreground and background colors, Image, Add Borders, size 10. Click on your border with the magic wand and go to Paint Engine with the same preset you used before. Selections, Select none.

12. Switch your foreground and background again, Image, Add Borders, size 2, select with the magic wand and apply the same ArtTexture. Selections, Select None.

13. Add a new layer. Select your tubes and use the Gold Dolphins_qc tube, change the scale to 28. Place this in the bottom left hand corner with the nose almost touching the gold edge. Layers, duplicate, image, mirror. Add a new raster layer. Apply the tube again, use the mover tool to move this over to the right hand side, their tails touching togther:

14. Layers, duplicate, Image, mirror. Hide the background layer (click on the eyeglasses in the layer palette) and merge, merge visible. Apply a drop shadow with these settings:
Vertical 0 and Horizontal 6
Opacity 82
Blur 8.6
Color- Black

15. Make your background layer visible again, merge all layers and you're done :) I hope you've enjoyed this tutorial, please email me with any questions or problems.
